In Libya, RNTC works with local partners and stakeholders to strengthen the capacities of media and communication actors in ways that are relevant to the Libyan context and responsive to local needs, sensitivities, and priorities.

Position Overview 

The Programme Officer – Libya will support and represent RNTC’s programme presence in Libya, with a strong focus on Tripoli and other relevant locations in the country. The role will contribute to the implementation, coordination, and development of RNTC activities in Libya, working closely with local media actors, civil society organisations, public institutions, communication professionals, and enabling stakeholders such the EU delegation and embassies. 

This position is intended for a media professional with a solid understanding of the Libyan media and communication landscape, rather than a purely administrative or project coordination profile. The Programme Officer will bring contextual insight, media-sector knowledge, and strong professional networks to support the relevance, quality, and sustainability of RNTC’s work in Libya. 

The Programme Officer will act as the main local focal point for RNTC’s Libya-based activities, supporting partnership management, programme implementation, logistics, reporting, and stakeholder engagement. The role will help ensure that RNTC’s thematic priorities, including media viability, information integrity, ethical technology, gender equality, and inclusive communication, are translated into locally relevant, conflict-sensitive, and impact-driven approaches. 

The Programme Officer will work directly with the RNW Media / RNTC Programme Implementation Team, as well as with the Media Innovation Team where relevant, to ensure effective programme delivery, learning, adaptation, and regional embedding. The role is also expected to contribute to the long-term sustainability of RNTC’s Libya engagement by proactively identifying partnership opportunities, supporting additional resource mobilisation, and helping position RNTC’s work within the wider Libyan and regional media development ecosystem. 

Key Responsibilities 

Programme Implementation and Coordination 

  • Serve as the local Programme Officer for RNTC initiatives in Libya, supporting day-to-day programme implementation, coordination, and follow-up. 

  • Support the planning, delivery, and monitoring of programme activities, including trainings, workshops, events, exchange activities, consultations, and stakeholder meetings. 

  • Lead logistical planning and coordination for trainings and events in Tripoli and other locations in Libya, including venues, participant coordination, suppliers, service providers, translation needs, travel arrangements, security coordination, and on-site support. 

  • Ensure that programme activities are implemented in line with agreed workplans, timelines, budgets, donor requirements, and RNTC procedures. 

  • Identify operational, contextual, and implementation risks and propose practical solutions in coordination with RNTC’s programme team. 

  • Support smooth communication and coordination between RNTC, local partners, participants, service providers, and relevant stakeholders. 

  • Work closely with the RNW Media / RNTC Programme Implementation Team to ensure alignment between country-level implementation, organisational priorities, donor requirements, and learning processes. 

Media Expertise, Innovation and Contextualisation 

  • Provide regular insights and analysis on the Libyan media and communication landscape, including key actors, trends, risks, opportunities, audience behaviours, information integrity challenges, and emerging capacity needs. 

  • Support the adaptation of RNTC’s programme approach to the Libyan media, civic, digital, and institutional context. 

  • Collaborate with the RNTC and Media Innovation teams to identify opportunities for media innovation, digital engagement, responsible technology use, and new approaches to public interest communication in Libya and the wider region. 

  • Contribute to the design, contextualisation, and tailoring of training programmes relevant to the Libyan and MENA media ecosystem. 

  • Where appropriate, support or co-facilitate training sessions, learning activities, peer exchanges, or regional knowledge-sharing activities, including potential activities in Tunisia or other regional hubs. 

  • Support activities related to media viability, information integrity, public interest communication, responsible digital engagement, ethical technology, gender equality, and inclusive communication. 

Partnership and Stakeholder Engagement 

  • Develop, maintain, and strengthen relationships with local media actors, communication professionals, civil society organisations, relevant public institutions, regional coalitions, networks, and development partners. 

  • Support the identification of partnership and collaboration opportunities aligned with RNTC’s mission, strategic priorities, and programme objectives in Libya. 

  • Act as a key local focal point for coordination with partners, stakeholders, participants, and service providers. 

  • Represent RNTC in relevant national networks, meetings, conferences, events, and strategic fora, as agreed with the programme team. 

  • Contribute to strengthening local ownership, trust, and visibility of RNTC’s work in Libya. 

  • Maintain awareness of stakeholder dynamics, local sensitivities, and emerging developments that may affect programme implementation. 

  • Help connect Libyan partners and stakeholders to RNTC’s wider networks, learning platforms, regional initiatives, and communities of practice, including the Vine community where relevant. 

  • Support regional netoworking by identifying links between Libya-based activities and wider MENA media development priorities, networks, and learning opportunities. 

  • Identify opportunities to strengthen the long-term relevance and continuity of RNTC’s media development work in Libya beyond individual activities or funding cycles. 

 

Monitoring, Evaluation, Learning and Reporting 

  • Support documentation of programme results, challenges, lessons learned, and partner progress. 

  • Share observations and learning from the Libyan context to inform programme adaptation and decision-making. 

  • Help document evidence, learning, success stories, and programme results that can support future positioning, fundraising, and programme development. 

 

Compliance, Safeguarding and Quality Assurance 

  • Support compliance with RNTC policies, donor requirements, procurement procedures, safeguarding standards, and ethical communication principles. 

  • Ensure that programme activities are implemented in a conflict-sensitive, inclusive, gender-responsive, and locally appropriate manner. 

  • Maintain confidentiality and uphold professional standards when working with partners, participants, stakeholders, and sensitive programme information. 

  • Support responsible communication and visibility of programme activities in line with RNTC and donor branding requirements. 

  • Ensure that activities are planned and delivered with attention to participant safety, accessibility, inclusion, and contextual sensitivities. 

Required Qualifications and Experience 

  • Relevant degree or professional background in media, journalism, communications, digital media, media development, international development, social sciences, or a related field. 

  • Strong media background, preferably with experience in journalism, media development, public interest media, digital media, institutional communication, or communications. 

  • Solid understanding of the Libyan media and communication landscape, including key actors, institutions, platforms, trends, sensitivities, and stakeholder dynamics. 

  • Proven experience working with or for international NGOs, donor-funded programmes, civil society organisations, media organisations, communication actors, or development partners. 

  • Strong understanding of the Libyan media and communication landscape, civic space, stakeholder environment, and local context. 

  • Experience coordinating programme activities, trainings, workshops, events, consultations, or stakeholder engagement processes. 

  • Excellent written and spoken Arabic and English. 

  • Strong writing, editing, and reporting skills in both Arabic and English. 

  • Based in Tripoli, with the ability and willingness to travel within Libya as required. 

  • Strong organisational skills and ability to manage multiple tasks, deadlines, and stakeholders. 

  • Ability to work independently while maintaining close coordination with a remote international team. 

Desirable Qualifications 

  • Experience in monitoring, evaluation, and learning, including data collection, activity reporting, feedback tools, and documentation of results. 

  • Experience working on EU-funded or other donor-funded programmes. 

  • Experience in media literacy, information integrity, digital rights, public interest communication, media viability, digital safety, or responsible communication or media innovation. 

  • Existing networks with media actors, communication professionals, civil society organisations, public institutions, or development partners in Libya and the wider region. 

  • Experience supporting training design, facilitation, or capacity-strengthening activities.
